In a pivotal move reflecting a strategic shift in Ankara's foreign and defense policy, the Turkish parliament approved a comprehensive legislation in early August aimed at dismantling the structures of an organization classified by the government as a terrorist group, focusing on defusing the long-standing internal conflict. This law establishes the necessary mechanisms to initiate self-surrender and disarmament processes, indicating a strong desire to close a bloody chapter of history that lasted for decades of armed clashes within Turkish borders.
The Regional and Political Context
This legislative development coincides remarkably with the ongoing diplomatic and military efforts to integrate the Syrian Democratic Forces into the Syrian state institutions, a process that began earlier this year and aims to end the administrative separation in the northeast of the country. Ankara believes there is a close link between the Kurdish organization in Syria and the Turkish group classified as terrorist, an accusation strongly denied by local Syrian forces who emphasize their purely national character.
Political expert Khaled Al-Fateh points out that the success of the Turkish path in disarmament will inevitably affect the security equation in Syria, where the magnitude of this impact depends on the speed and efficiency of actual implementation on the ground and its ability to alleviate Turkish security concerns regarding military activities in the Syrian neighborhood.
Al-Fateh believes that cooling security fears may open the door to political dialogue away from the coercion of weapons, facilitating the resolution of pending files related to local administration and border force arrangements, emphasizing that Syrian integration must remain a purely national issue independent of Turkish developments.
For his part, analyst Hamdan Abdul-Haq clarifies that executive measures allow organization members to surrender through consulates or within cities, which may facilitate the settlement process and reduce regional and international interventions in northeast Syria, enhancing sustainable stability in the region.
